Our team reviewed all candidates using five key criteria:
- â Background & Disclosure – Has the candidate been transparent about all relevant legal or ethical issues from their past?
- â Civic Involvement – Does the candidate have a track record of constructive public service, civic involvement, and positive collaboration with town staff and elected officials?
- â Fiscal Responsibility – Does the candidate demonstrate responsible and transparent budgeting skills?
- â Listening to the Public – Does the candidate demonstrate accessibility, respectful communication with constituents, and a willingness to learn from feedback or criticism?
- â Willingness to Participate – Has the candidate voluntarily provided a candidate statement, cooperated with the PACâs efforts to verify their background and disclosures, and answered questions that the PAC has asked?
Before making endorsements, we reviewed Background Checks, conducted candidate interviews, researched news articles, conducted citizen surveys, asked questions at candidate forums, and interviewed citizens.

My name is Larry Loucks and I am honored to be a candidate for Zebulon Mayor. Living in Zebulon for 42 years, I have been very involved with my community for the last 35 years.
I have always been passionate about Zebulon. My past experience includes 29 years on the Zebulon Board of Adjustment (24 years as Chairman), 4 years as Town Commissioner, youth coach for Parks and Recreation, past Treasurer of the Zebulon Elementary School PTA, as well as numerous volunteer and civic opportunities.
My education qualifications includes: MBA, Advanced Leadership Corps Certificate from UNC School of Government, BS in Business Administration and AA in Accounting.
I was Adjunct Faculty â teaching Undergraduate and Graduate Business courses at Campbell University, Fayetteville State University and Jackson Community College
My Professional career includes over 30 years with UNC working in Economic Development and Business Assistance, 10 years in the Aerospace Industry and 4 years in Management Consulting. All which will add to my ability to be a forward thinking, organized and transparent leader for the citizens of Zebulon.
I am known for my honesty, professionalism, integrity, work ethic, and committed to bringing these values to the role of Mayor. My approach is always to listen, study, and analyze situations, which I believe is essential for fostering a collaborative and inclusive environment.
If elected, my primary goals are to make Zebulon a safe, affordable and inviting community to both live, work and enjoy together.

Iâm running a seat on the Town of Zebulon Board of Commissioners.
As of a couple of weeks ago I threw my hat in to serve the town that Iâve spent most of my life in. I moved here as a 7 year old with my family in 1987. Since then, Iâve played sports here, went to school here, biked miles all over town as a kid and lived no more than 5 miles away at any time in my life. Until I decided to run, I also worked and served this town as a Zebulon Police Officer from 2009 to May of this year. I resigned so I could run for this position. That was hard to do but I feel like this is the next step in my service to this town. I have also been a General Contractor for several years, working with and now running a family business. In saying that, the experience gathered from both with a lot of life experience will now carry me in my service as a Zebulon Commissioner.
Here is what I aim to T.A.P. into as your Commissioner:
Transparency- I am committed to keeping residents informed about decisions and developments in the town. Community trust is gained and secured with involvement and openness to discuss town issues, good or bad.
Accountability- Public officials are responsible stewards of community resources. Only if they answer for their decisions and are not afraid to answer for their decisions in public meetings. This must be the standard.
Progress- The Town of Zebulon is moving forward. I will use my experience in building and development to keep it going in the right direction and bring forth the wants and needs of the citizens.
Iâve worked to serve and protect the citizens of Zebulon for 16 years as a police officer and will continue to do so through leadership and steadfastness as your commissioner. I ask you for your support to carry this out.

My name is George Roa, and Iâm running for Zebulon Town Commissioner to bring steady, informed, and community-driven leadership to our town.
Iâm a Christian, husband, father, coach, and small business owner. Since moving to Zebulon in 2023, my wife and I have bought our first home, welcomed our daughter Carmen, and committed ourselves to building up the town we now call home.
I serve on the Zebulon Planning Board and was part of the development team that brought Zebulon its first commercial mixed-use projectâa major step toward local jobs, better housing options, and long-term economic growth.
I helped launch the Zebulon Bearcats youth football team, secured nonprofit status, and personally funded equipment so local kids could safely take the field. I volunteer as a boxing coach for youth, and I serve on a church planting team bringing a new Spanish-speaking congregation to Zebulon. Iâve also served on my Homeowners Association Board, advocating for neighborhood safety, transparency, and responsiveness.
To improve communication, I created Zebulon en EspaĂąol, a group translating town meetings and police updates for Spanish-speaking residents. I also organized a series of podcast style discussions to break down complex town policiesâlike the UDO, land use plan, and town budgetâinto clear, accessible conversations.
